The Jacksonville/Morgan County Office of Emergency Management (OEM) identifies hazards and vulnerabilities, whether natural or man made, within the corporate limits of Jacksonville/Morgan County and provides programs to eliminate or reduce the effects of such threats. The OEM coordinates the resources of City, County, State, and Federal agencies in response to any disaster event in an effort to mitigate the effects and speed up the process of recovery from disasters for the citizens of Jacksonville/Morgan County.

The OEM Director also acts as the Chairman of the Local Emergency Planning Committee (LEPC). The LEPC receives information regarding hazardous materials, quantities, and their locations within various facilities throughout Morgan County. This information is available to citizens upon written request.
