Wastewater Treatment Plant History
The City of Jacksonville Wastewater Treatment Facility was constructed beginning in 1988 with the placement of a 100 year frequency levee around the facility.  Wastewater Plant construction was completed in June of 1991 and Combined Sewer Overflow (CSO) Facilities were completed in July of 1992.  The plant is owned and operated by the City of Jacksonville.

General Information
The City of Jacksonville wastewater system collects and treats an average of about 240 million gallons every month.  The flow comes from the citizens of Jacksonville and South Jacksonville.  The collection transports both storm water and sanitary flows.  The wastewater is treated at a treatment plant located on the north side of Jacksonville.  Once treated, the effluent flows into Mauvaisterre Creek.

Most of the Jacksonville sewer system is constructed as a combined sewer.  Street inlets are tied into it to convey storm water during storm events.  The combined flow, from customers and storm inlets, is collected from service laterals into the over 90,000 linear feet of sewer lines in Jacksonville.  They tie into 3 main trunk lines that convey them to the wastewater treatment plant.

Wastewater Treatment Plant

The plant has a capacity of 7.57 million gallons per day for dry weather flow and a wet weather capacity of 15 million gallons per day.  Current dry weather flows average approximately 5.0 million gallons per day.  The plant serves a residential population of approximately 24,000 and also includes industrial customers from Jacksonville and South Jacksonville.

The Jacksonville plant is a secondary treatment system.  The processes include screening aerated grit removal, primary clarification with scum removal, activated sludge, secondary clarification, chlorination and dechlorination and finally post-aeration before discharge into Mauvaisterre Creek.  Biosolids are processed through heated anaerobic digestors, gravity belt thickeners and storage tanks with one year of bio solids storage capacity.

Combined Sewer Overflow facilities at the plant give first flush and primary treatment to an additional 57.9 million gallons per day of storm water during rain events.  The plant also has the capability to pump an additional 92 million gallons per day of excess storm water.

Bio solids Program
The City of Jacksonville operates in conjunction with a contractor and a bio solids land application program.  Anaerobically digested sludge is applied to area agricultural lands to meet plant available nitrogen needs.  An average of 3.0 million gallons of bio solids are land applied each year.
